Wartasyariah.com, Jakarta – Pemerintah melalui kementerian keuangan (Kemenkeu) berupaya mengoptimalkan Penerimaan Negara Bukan Pajak (PNBP) di sektor mineral dan batu bara (minerba).
Sehingga Kementerian Keuangan berupaya meningkatkan pengawasan PNBP minerba melalui sinergi proses bisnis dan data antar Kementerian/Lembaga.
Persoalan ini telah diatur dalam Peraturan Menteri Keuangan Republik Indonesia Nomor 214/PMK.02/2021 Tentang Pengawasan Penerimaan Negara Bukan Pajak Mineral dan Batubara Melalui Sinergi Proses Bisnis dan Data Antar Kementerian/Lembaga (K/L).
Dilansir Wartasyariah.com dari kemenkeu.go.id, 31 Januari 2021, Peraturan Menteri Keuangan ini, mulai berlaku tanggal 30 Januari 2022.
“Dengan peraturan ini, K/L yang terkait PNBP mineral dan batubara, diwajibkan menyampaikan data ke Sistem Indonesia National Single Window (SINSW) yang dikelola oleh LNSW,” ungkap Ujar Sekretaris Lembaga National Single Window Kemenkeu Muhamad Lukman dalam keterangan persnya.
“Di mana LNSW telah mengembangkan Sistem Informasi Pengelolaan Komoditas Mineral dan Batubara (SIMBARA) untuk keperluan tersebut,” tambah Lukman.
Sebagai lembaga pemerintah, LNSW diberi mandat untuk mengelola data pada SINSW yakni data perizinan/persetujuan dalam ekspor dan laporan surveyor ekspor dari Kementerian Perdagangan;
Termasuk data soal pengangkutan/pengapalan komoditas minerba dalam rangka penerbitan surat persetujuan berlayar dan/atau surat persetujuan olah gerak dari Kementerian Perhubungan;
Data NTPN, laporan hasil verifikasi dan data lainnya dari Direktorat Jenderal Anggaran; data pemberitahuan pabean ekspor dan data manifest kapal dari Direktorat Jenderal Bea dan Cukai.
Selanjutnya LNSW bersinergi bersama Kementerian ESDM dalam proses bisnis dan data perizinan pertambangan, perhitungan dan pembayaran PNBP.
Termasuk rencana dan realisasi atas pembelian dan penjualan, dan laporan hasil verifikasi terkait komoditas mineral dan batubara.
Kemudian, LNSW menggelar validasi atas data bukti pembayaran PNBP di dokumen yang dilaporkan oleh sistem kementerian perdagangan Kemendag dan/atau kementerian perhubungan Kemenhub.
“Data hasil sinergi ini nantinya tak hanya akan dikumpulkan sebagai data mentah dari instansi terkait, tapi juga akan menjadi data olahan/analitikal yang akan bermanfaat dalam pengawasan dan bahan perumusan kebijakan” papar Lukman.
Kehadiran SIMBARA, diharapkan Lukman bisa meningkatkan pengawasan PNBP mineral dan batubara (minerba) dan mengoptimalisasikan penerimaan negara.***
